Low-ambient head-pressure control is mandatory, not optional -- a standard condensing unit will not maintain head pressure through an Interior winter and the expansion valve will starve. Specify crankcase heaters, insulated and heat-traced condensate lines, and floor panels rated for the freeze-thaw cycle. Outdoor condensing units generally belong indoors or in a conditioned enclosure here.
