Convenience Store Pre-Construction Checklist: Decisions and Permits
The decisions, permits and licenses to line up before anyone breaks ground, in the order they usually happen.
Updated October 25, 2026
Quick answer
Before construction, settle the store program (fuel, food service, alcohol, size), get a floor plan and equipment package, then line up the approvals: zoning and site plan, building permits, health department plan review for food service, fuel-system registration where you have tanks, and alcohol and tobacco licenses. Each jurisdiction has its own list, so confirm it with your city or county early.
Construction delays on a store project rarely come from the construction. They come from a decision that wasn't made, a permit that wasn't applied for, or a drawing that didn't match the equipment. Use this checklist to get those settled first. Requirements vary by state and locality, so treat it as a list of questions to confirm with your jurisdiction. Our state-by-state guides list the state agencies and licenses for each state we cover.
1. Decide the store program
- Store type: convenience, travel center, liquor, grocery or a mix
- Fuel or no fuel, and how many dispensers
- Food service level: none, grab-and-go, hot food program, full kitchen or franchise
- Alcohol sales, and whether you want a beer cave
- Target store size. See convenience store sizes
- Budget range. Try the budget estimator
2. Confirm the site
- Zoning allows the use, including fuel and alcohol sales
- Access, curb cuts and traffic approvals
- Utilities: electrical capacity, water, sewer, gas
- Feasibility study or market analysis. See our feasibility study guide
3. Design the store
- Floor plan
- Equipment package
- Framing, electrical and refrigeration layouts drawn from the equipment
- Walk-in coolers, freezers and beer cave sized with load calculations
- Cabinets, shelving, color and graphics
- Building drawings by the architect or engineer of record, where required
4. Line up approvals
- Site plan and zoning approval
- Building permit
- Health department plan review and permit, if you sell food
- Fuel-system registration and inspections with the state agency that regulates storage tanks
- Signage permits
- Alcohol license
- Tobacco retail license, and lottery if offered
- Fire department review, especially for kitchen hoods and suppression
5. Before construction starts
- Financing closed. See financing a store
- General contractor and schedule
- Equipment order and delivery dates matched to the construction schedule
- Installation sequence agreed between the contractor and the equipment installer
Where JayComp fits
Step 3 is our work: floor plan, equipment package, framing, electrical and refrigeration layouts, walk-ins, cabinets and shelving, color and graphics. Then we deliver and install the equipment on your contractor's schedule. Getting step 3 done early makes every approval in step 4 easier, because the drawings already match the equipment.
