Convenience Store Startup Costs: The Full List

Beyond the building: every line a new owner has to fund before the first sale, including the ones that get left out of early budgets.

Updated October 25, 2026

Quick answer

Convenience store startup costs fall into three groups: the property (land or lease, site work, building and, if you sell fuel, tanks, dispensers and canopy), the store (design, equipment, refrigeration, fixtures and graphics), and opening costs (permits and licenses, opening inventory, point-of-sale and systems, staff training and working capital). Owners most often underbudget the opening group.

Most early budgets for a convenience store are a building cost and a guess. The store then runs short in the last month before opening, when inventory, systems and payroll all come due at once. Here is the full list, grouped the way the money is actually spent.

Group 1: the property

ItemNotes
Land or leasePurchase price or lease deposit and early rent
Site workGrading, paving, utilities, stormwater, curb cuts
BuildingNew build, or purchase price plus remodel
Fuel forecourtTanks, piping, dispensers, canopy (if selling fuel)
Environmental reviewPhase I assessment, especially on former fuel sites

Terrapin Construction Group's 2026 planning ranges put the store building and canopy at roughly $150 to $350 per square foot, and a 3,000 sq ft store with four dispensers at $2.2 to $2.8 million all-in. See cost to build.

Group 2: the store

ItemNotes
Store designJayComp's published range: $15,000 to $75,000+; basic floor plan from about $5,000 to $10,000
RefrigerationWalk-ins, cooler wall doors, beer cave, reach-ins
Food serviceKitchen equipment, hood, hot and cold cases
FixturesGondolas, counters, cabinets, coffee stations
Graphics and signageInterior graphics, exterior signs
InstallationDelivery and installation of all of the above

Our equipment cost guide breaks down the equipment side, and beer cave cost covers that line.

Group 3: opening

ItemNotes
Permits and licensesBuilding, health, fuel, alcohol, tobacco, lottery, signage, sales tax
Opening inventoryEvery category, including fuel in the tanks
Point-of-sale and systemsRegisters, fuel controller, back office, cameras
StaffingHiring and training before opening
InsuranceProperty, liability, environmental for fuel
Working capitalCash to run the store until sales stabilize
Opening marketingSignage, promotions, grand opening

This is the group most often missing from first budgets. Ask your lender, suppliers and point-of-sale vendor for their numbers early.

How to build your budget

  1. Run the budget estimator for a building range.
  2. Get a floor plan and equipment package so groups 1 and 2 are priced from drawings.
  3. Get supplier and vendor quotes for group 3.
  4. Add a contingency your lender is comfortable with.

Frequently asked questions

What is the biggest startup cost for a convenience store?
For a store with fuel, usually the building and the fuel forecourt together. Without fuel, the building or remodel plus refrigeration and equipment.
How much working capital does a new store need?
Enough to cover payroll, rent or debt service, utilities and inventory replenishment until sales are steady. Your lender will set a minimum in the loan terms, and many owners plan for more.
Can I lease instead of buy?
Yes. Leasing the building, or even some equipment, lowers startup cash but raises monthly cost. Fuel sites are less often leased because of tank liability.
